In 1989, Nino Brown, a small time drug dealer, is convinced by one of his fellow thugs that the wave of the future is in the cocaine derivative, crack. Brown sees potential in crack and sets out to establish himself as chief kingpin by killing off his rivals and even going as far as to take over a whole apartment complex. Out to stop him are undercover cops Scottie Appleton and Nick Paretti. Appleton especially wants to get Nino because of the fact that he murdered Scottie’s mother as part of a gang initiaton. Also involved is Pookie, a former crackhead who wants to bring down Nino as well.

The Law Enforcement Technology Advancement Centre (LETAC) has developed SID version 6.7: a Sadistic, Intelligent, and Dangerous virtual reality entity which is synthesized from the personalities of more than 150 serial killers. LETAC would like to train police officers by putting them in VR with SID, but they must prove the concept by using prisoners as test subjects. One such prisoner is ex-cop Parker Barnes. Liberty Wallace, who lives in Los Angeles, isn’t at all uncomfortable about her links to the weapons business. Liberty is a key player for McCloud Industries, one of the largest gun manufacturers in the United States. She’s the Vice President of Marketing, she’s the daughter of the company’s founder, and her husband is the company’s ruthless CEO, America’s premier arms merchant, Victor Wallace. While former war hero Victor is busy trafficking in international armaments, Liberty uses her business breaks to conduct an affair with actor Russell Williams. The balance of their marriage shifts when a sniper named Joe trains his rifle on Liberty as she walks through a busy Los Angeles park on her way to meet with Russell. Joe calls Liberty on her cell phone, and orders Liberty to handcuff herself to a nearby hot dog vendor’s cart — the cuffs are already there. Liberty has no intention of submitting to Joe’s wishes — until Joe begins firing shots. Quickly convinced, Liberty locks herself to the stand, only to learn that it is loaded with enough explosives to take out a city block. If she calls for help, hangs up the phone, mutes the phone, or fails to cooperate, the bomb will go off. Joe has also attached a bomb to Russell, who’s now trapped in his dressing room at a local theater. Liberty realizes she can’t buy her way out of this situation, and she is forced to consider Joe’s demand for an anti-gun forum. The reason why Joe is doing this is because his daughter was fatally shot by a school classmate who used a gun that was manufactured by McCloud Industries. The death of a child can break a parent’s mental balance. Now, Joe is demonstrating to Liberty what it’s like to be on the other end of the weapon, and show Liberty the horrors of what she has had a blind hand in for years. Victor has apparently bartered illegal deals without Liberty’s knowledge, ones that have resulted in easier access to weapons for street dealers — the ones who sold the weapon that killed Joe’s daughter. As a result of his daughter’s death, Joe wants Liberty to use her political connections and this incident to spark a public debate on the Second Amendment. Despite his past as a CIA agent, Joe no longer supports the unequivocal right to bear arms. Joe lets Liberty know that she’s going to die, but that she can die a hero if she exposes the company’s shady business dealings and political connections before she’s killed. As Joe monitors and records her every move, Liberty reveals secrets about her own past, and her business dealings. When Victor, who is also having an affair, finds out that Liberty has been taken hostage, he’s torn between following company protocol — protecting himself and allowing Liberty to be killed — and trying to help her.

In Washington DC in 1994, the Senate Oversight Committee (SOC) is being spoken to in the capitol building by George Spota, who explains that for the past 20 years, Doctor Hans Kleindast, the Nobel laureate who help the government with the space program back in the 1960s and 1970s, has been doing research, and his field of research has been time travel. The SOC believes that Hans is a quack — until George tells the SOC that Hans actually succeeded in his research and took a trip to the past then back to the present. You can’t travel into the future because the future hasn’t happened yet. George makes it clear that a covert agency is needed to police time travel, so the Time Enforcement Commission (TEC) is formed. Named as the director of the TEC is Commander Eugene Matuzak, formerly of the Washington DC police department. Senator Aaron McComb, who sees possibilities, agrees to chair the oversight on the new program. Sometime later, at a shopping center, TEC agent Max Walker and his wife Melissa are being watched by a pair of shady looking men. Later, at home. Max and Melissa spend some passionate time together. That night, Melissa is about to tell Max something extremely important when the phone rings. Max answers the phone and is told to go to TEC headquarters. Max gets dressed and as soon as Max opens the front door to go outside, he is attacked by the two men from the shopping center. As the two men are beating Max up. Max sees Aaron looking out the window of the bedroom that Melissa is still in, and Aaron is holding Melissa hostage, forcing Melissa to watch Max’s beating. The two men outside then shoot Max, who is wearing a bulletproof vest — and then an explosion engulfs the house, killing Melissa. On October 30, 1929, on Wall Street in New York City, a man named Lyle Atwood enters an office building and rides an elevator up to an office. There is a sudden ripple in the office, and Max enters from the future. It turns out that Lyle is Max’s partner, and Lyle is planning to stop the depression from happening. Max wants to know who Lyle is working for, and Lyie calls two security men into the office to deal with Max. Max beats up the two security men, and Lyle pulls out a gun and opens fire on Max. When Lyle runs out of bullets, Max forces Lyle to admit that he’s working for Aaron, and that Aaron has paid off a lot of other TEC agents as well. Lyle then jumps out the window. Max jumps out after Lyle, grabs him, and takes Lyle with him back to present time, which is now the year 2004, ten years after Melissa’s murder. TEC judge Marshall sentences Lyle to be immediately executed, so Lyle is sent back to 1929 and is dropped to his death from the point in midair where Max and Lyle disappeared to 2004. At TEC Headquarters in 2004, Aaron, Max, and Matuzak are showing Senator Malcolm Nelson around the TEC building. Aaron reminds everyone that people who go back in time risk coming into contact with a past version of themselves. The same matter cannot occupy the same space at the same time, because if that happens, and if it’s a person accidentally making physical contact with their past version, that person will die, and their body will disappear from the face of the Earth. Later, Max tells Matuzak that Aaron wants to shut down the TEC so no one can stop him from altering the past to his advantage, because Aaron is now running for President of the United States. Aaron’s fading campaign for president is dealt a blow when he is denied federal campaign matching funds. Just before Max wakes up, two men break into his home to kill him, but Max turns the tables and kills the two men who broke in. TEC internal affairs investigator Sarah Fielding questions Max. Max soon learns that Sarah may be on the wrong side in this. Max must travel back and forth in time to bring Aaron down…and when Max goes back to 1994 and finds out what Melissa wanted to tell him 10 years ago, it gives Max incentive to at least try to prevent Melissa’s murder.

The criminals Rock Keats (Damon Wayans) and Archie Moses (Adam Sandler) are best friends and have been stealing cars together for one year. When the Vatican observatory priest sees the appearance of a comet, the Church is sure that it confirms the eve of the Armageddon. Meanwhile, the USA President’s godson Robert Thorn is informed in the maternity in Rome by Father Spiletto that his wife Katherine has just lost her baby and she had troubles with her uterus and would not have another pregnancy. Spiletto suggests Robert that another just born child that lost her mother could be the substituted for his son, and Robert accepts the child and gives the name of Damien. Robert is promoted to ambassador in London after a tragic accident. When Damien’s nanny commits suicide in his birthday party, a substitute, Mrs. Baylock, comes to work and live with the family. Along the years, Katherine realizes that Damien is evil, while Robert is contacted by Father Brennan, who tells him that Damien is the son of devil. When the priest dies in a bizarre accident, the photographer Keith Jennings shows evidences to Robert that the boy is the Antichrist. They travel to the town of Megiddo to learn how the boy can be stopped.
